　　The purpose of the exercise is to test the emergency response, organization and coordination, and coordinated combat capabilities of relevant departments such as ecological environment, public security, health, and publicity in Handan City to sudden radiation accidents, as well as the functions of the radiation emergency monitoring and dispatching platform and rapid emergency monitoring system, to test the practicability and operability of the emergency plan, to comprehensively improve the emergency response level of radiation accidents in Handan City, to effectively respond to and deal with emergencies that affect the safety of the radiation environment, and to maintain the safety of the radiation environment and social stability of the city.

　　The accident level of this exercise is set as a general radiation accident, and the exercise simulates the radiation accident of the continuous casting workshop of Hebei Yongyang Special Steel Group Co., Ltd. Branch in the process of equipment maintenance. The scenario design of the exercise was carried out in the form of "on-site practice + desktop deduction", which fully demonstrated the scientific and rigorous nature of the ecological environment department in radiation emergency response. In the whole course of the exercise, the principle of "real scenes, practical operations, and actual combat" was adhered to, and the capabilities of command, response, procedures, and monitoring were also highlighted.
