The website of the Ministry of Human Resources and Social Security recently issued the "Notice on Doing a Good Job in the Withdrawal of Professional Qualifications of Skilled Personnel in the Level Evaluation Category" (hereinafter referred to as the "Notice"). It is required that by the end of 2020, it is proposed to withdraw the professional qualifications of skilled personnel in the level evaluation category from the National Vocational Qualification Catalogue (hereinafter referred to as the "Catalogue") in batches. Among them, the first batch is planned to be withdrawn before September 30, and the second batch is planned to be withdrawn before December 31.

　　The "Notice" requires that the reform of the evaluation system for skilled talents be promoted in a steady and orderly manner, and the professional qualifications of skilled personnel in the level evaluation category will be withdrawn from the catalog in batches and in an orderly manner, and the certification will no longer be recognized by the government or its authorized units, but will be transferred to the socialized level identification, and the employers and relevant social organizations shall carry out the identification of vocational skill levels and issue vocational skill level certificates in accordance with professional standards or evaluation norms, so as to support the construction of service skilled talents.

　　The "Notice" pointed out that the management of vocational qualification certificates should be strengthened. It is necessary to standardize the implementation of vocational skill appraisal, ensure the quality of appraisal, strictly issue vocational qualification certificates, and strictly prohibit the issuance of certificates in violation of regulations and surprises. The vocational qualification certificates issued before the withdrawal from the catalogue continue to be valid and can be used as proof of the holder's professional ability level.
